The Android 4.3 was spotted at Thai Expo and a video of the new Camera UI has been filmed by a Youtube user. Earlier, Nexus 4 was spotted running the new OS(picture below). Some are speculating that the Android 4.3 may be the OS that will be a part of the release of the new Nexus 4, which means the launch of Android 4.3 may be just around the corner. But the speculation may end on June 20th at the Premier 2013 by Samsung, which may see release of the new Android. Sources also speculate that Android 5.0 ‘Key Lime Pie’ will have the most significant developments.
